HB 2451 -- Controlled Substances Registration Database Fund

This bill creates the Controlled Substances Registration Database
Fund to implement a controlled substance database for the Bureau
of Narcotics and Dangerous Drugs within the Department of Health
and Senior Services.  Beginning July 1, 2010, the fees collected
by the department for the registration and control of the
manufacture, distribution, and dispensing of controlled
substances under Section 195.030, RSMo, will be apportioned as
follows:

(1)  Moneys in an amount equal to the actual operating costs of
administering these provisions will be retained by the bureau for
administrative costs;

(2)  Any moneys in excess of the administrative costs are to be
used for the development, implementation, and maintenance of a
controlled substances database by the bureau; and

(3)  Any moneys in excess of those specified amounts after
July 1, 2012, are to revert to the credit of the General Revenue
Fund.

Moneys deposited into the fund are to be apportioned as follows:

(1)  From July 1, 2010, until June 30, 2012, all moneys in the
fund are to be used to develop and implement the controlled
substances database for the bureau; and

(2)  Beginning July 1, 2012, and each fiscal year thereafter, the
bureau may retain $100,000 a year for the maintenance of the
database.  Any excess moneys in the fund will revert to the
credit of the General Revenue Fund.

The bill contains an emergency clause and becomes effective
July 1, 2010, or upon passage and approval, whichever occurs
later.
