Summary of the Introduced Bill

HB 2452 -- Community Improvement Districts

This bill specifies that for purposes of the election of
directors of a community improvement district (CID) board in a
residential district, a qualified voter includes registered
voters and owners of real property within the district on which
taxes are assessed or levied as of the thirtieth day prior to the
election if the owner is:

(1)  At least 18 years of age on the date of the election;

(2)  Not otherwise disqualified to vote;

(3)  Allowed only one vote regardless of the number of parcels
owned; and

(4)  Allowed only one vote regardless of whether the owner is
also a registered voter in the residential district.

A "residential district" is defined as a community improvement
district in which at least 80% of the real property in the
district is zoned for residential uses, including any CIDs
established prior to August 28, 2010.
