HB 2454 -- State-Operated Mental Health Facilities

This bill requires the Director of the Department of Mental
Health to submit a cost-benefit analysis of and written plan for
the closing or downsizing of any facility operated by the
department to the appropriation committees on mental health of
the General Assembly for their consideration prior to the closure
or downsizing.

The bill contains an emergency clause.
