HJR 90 -- Missouri Energy Freedom Act

Upon voter approval, this proposed constitutional amendment
establishes the Missouri Energy Freedom Act which specifies that
energy first produced by an electrical company with one or more
facilities located in the state must be considered consumed by
Missouri residents and not subject to federal laws and
regulations until approved by the General Assembly and the
Governor by statute.
