HJR 99 -- State Road Fund

Currently, all funds collected from highway users are deposited
into the State Road Fund to be expended by the Highways and
Transportation Commission without any required legislative action
less the actual costs of collection of the Department of Revenue;
the actual cost of refunds for overpayments and erroneous
payments of the taxes and fees and maintaining retirement
programs as permitted by law; and the actual cost of the State
Highway Patrol in administering and enforcing state motor vehicle
laws and traffic regulations.  Upon voter approval, this proposed
constitutional amendment requires these costs with the addition
of all nonhighway-related administrative expenses of the
Department of Transportation to be subject to appropriation by
the General Assembly.
