HB 1561 -- Sheltered Workshops

This bill revises provisions concerning sheltered workshops.
The bill:

(1)  Revises the definition of the board of directors of a
sheltered workshop as a political subdivision;

(2)  Revises the definition of developmentally disabled and
replaces "handicapped persons" with "developmentally disabled
persons";

(3)  Requires the board to develop and conduct an annual
assessment of the needs of persons with developmental
disabilities, their families, and the community.  The board can
also contract to provide services based on the needs assessment;
and

(4)  Requires that rules for admission to sheltered workshops
will be those developed by the Department of Elementary and
Secondary Education.

The bill contains an emergency clause and will be effective upon
the later of the date of its signing or July 1, 2000.
