COMMITTEE ACTION: Voted "do pass by consent" by the Special
Committee on Urban Issues by a vote of 9 to 0.
This substitute requires vehicles to yield the right-of-way to
all pedestrians and bicyclists crossing in a crosswalk on a city
or neighborhood street in Kansas City.
FISCAL NOTE: No impact on state funds in FY 2010, FY 2011, and
PROPONENTS: Supporters say that it is important that vehicles
yield to pedestrians instead of pedestrians yielding to cars.
Investments in improving sidewalks and trails is important as
well as enforcing penalties on those who prohibit free pedestrian
Testifying for the bill was Representative Brown (50).
OPPONENTS: There was no opposition voiced to the committee.
