HB 918 -- CONVEYANCE IN BOONE COUNTY

SPONSOR:  Kelly

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Corrections and Public Institutions by a vote of 12 to 0.

This bill authorizes the Governor to convey state property
located in Boone County, known as the Mid-Missouri Mental Health
Center, to the University of Missouri-Columbia.

The bill contains an emergency clause.

FISCAL NOTE:  Estimated Income on General Revenue Fund of $0 or
Unknown in FY 2010, FY 2011, and FY 2012.  No impact on Other
State Funds in FY 2010, FY 2011, and FY 2012.

PROPONENTS:  Supporters say that the federal pay down for beds in
the mental wing of a teaching hospital is tremendous.  Currently,
Mid-Missouri Mental Health Center gets $300 a day per bed.  By
transferring it to the university, they will get $2,700 a day per
bed.  The university also would like to have a mental health
facility within the university system to raise teaching standards
and improve patient care in this field.

Testifying for the bill were Representative Kelly; Department of
Mental Health; and University of Missouri.

OPPONENTS:  There was no opposition voiced to the committee.
