Summary of the Introduced Bill

HB 2326 -- Drug Testing of Employees of Public Higher Education
Institutions

Sponsor:  Gatschenberger

This bill requires the governing board of each public higher
education institution to adopt a policy for the random and
for-cause testing of its faculty, staff, and other employees, as
well as applicants for employment, for the unlawful use of
controlled substances.  The policy must provide a three-step
process that includes suspension without pay for one week for the
first offense, suspension without pay while undergoing a
substance abuse program for a second offense, and termination for
a third offense.
