HCS HB 1300 -- MOTOR VEHICLE VALUATIONS

COMMITTEE ACTION: Voted "do pass" by the Committee on General
Laws by a vote of 10 to 3.
This bill allows county assessors to use any value guide
publication approved by the State Tax Commission to determine the
trade-in value of a motor vehicle for personal property tax
assessment purposes. Currently, assessors must use the October
issue of the National Automobile Dealers' Association Official
Used Car Guide to determine a motor vehicle's value.
FISCAL NOTE: No impact on state funds in FY 2013, FY 2014, and
FY 2015.
PROPONENTS: Supporters say that the bill removes the NADA guide
as the only vehicle guide that can be used to assess values.
These NADA guides have increased in cost significantly in the
past few years, mainly because of the statutory mandate for their
use. Being able to use other value guides will save money.
Assessors use several different methods to value real property,
so they shouldn't be bound to only being able to use one guide in
assessing vehicles.
Testifying for the bill were Representative Franz; and Wendy
Nordwald, Missouri State Assessor's Association.
OPPONENTS: Those who oppose the bill say that allowing a number
of different publications to be used could lead to a loss of
uniformity in valuations across the state.
Testifying against the bill was St. Charles County.
