HB 1371 -- Collaborative Practice Arrangements Sponsor: Weter This bill changes the laws regarding collaborative practice arrangements and advanced practice registered nurses. In its main provisions, the bill: (1) Allows an advanced practice registered nurse to prescribe controlled substances without delegated authority under a collaborative arrangement; (2) Allows a collaborative practice arrangement to be written protocols or standing orders; (3) Removes the State Board for the Healing Arts within the Department of Insurance, Financial Institutions and Professional Registration as the supervisory agency for collaborative practice arrangements and places it with the Missouri State Board of Nursing; (4) Allows a physician to enter into a collaborative practice arrangement with more than three advanced practice registered nurses; (5) Allows a certified registered nurse anesthetist to provide anesthesia without supervision; (6) Requires a certified registered nurse anesthetist to be certified by the National Board of Certification and Recertification for Nurse Anesthetists instead of the Council on Certification of Nurse Anesthetists; (7) Authorizes an advanced practice registered nurse to practice respiratory care; (8) Revises the provisions regarding the requirement of 1,000 hours of practice to obtain a certificate of controlled substance prescriptive authority to include collaborating with an advanced practice registered nurse who has a certificate of controlled substance prescriptive authority; (9) Removes the requirement that an advanced practice registered nurse must practice continuously in the presence of a physician for one month prior to working independently; (10) Establishes the licensure process and its requirements; and (11) Specifies that drugs prescribed and services provided by a licensed advanced practice registered nurse must be eligible for payments under the MO HealthNet Program.
