Summary of the Introduced Bill

HB 1596 -- Educational Programs for Gifted and Talented Children

Sponsor:  Lampe

This bill requires the State Board of Education to designate a
staff member to be in charge of educational programs for gifted
and talented children.  The staff member must develop an approval
process for educational programs for these children by September
1, 2013; receive and maintain descriptions of all programs for
these children; collect and maintain the annual growth-in-
learning data; identify funding sources; and serve as the main
contact person on this subject.  The state board may provide
supervision, quality assurance, compliance monitoring, and
oversight of local programs; analyze performance outcome data;
and establish personnel standards and a program of personnel
development for teachers and administrators in the education of
gifted and talented children.
