HB 1599 -- Trial Procedure for First Degree Murder Sponsor: Webber This bill requires a trier of fact in a first degree murder case to impose a sentence of life imprisonment without the eligibility for probation, parole or release, except by an act of the Governor, if the trier does not find beyond a reasonable doubt that the evidence in aggravation of punishment warrants the imposition of the death penalty.
