HS HB 194 -- HUMANITIES COUNCIL

This bill allows the General Assembly to appropriate funds for
use as grants to the Missouri Humanities Council, a not-for--
profit organization designated as the Missouri state affiliate
of the federal agency, the National Endowment for the
Humanities.  The bill establishes the Missouri Humanities
Council Trust Fund and a board of trustees for purposes of
receiving and administering the fund.  The board of trustees
will consist of the State Treasurer, two members of the Senate
appointed by the President pro tem, two members of the House
appointed by the Speaker, and four members of the Missouri
Humanities Council Executive Committee appointed by the chair of
the council.  Moneys in the fund will be used solely for the
promotion of the humanities in Missouri and for the
administrative costs of the council.  Appropriations are limited
to $1 million.  Up to 50% of any appropriated amount may be used
for operating and programming expenses, with administrative
expenses capped at 5%, and the remaining funds will be
transferred to the trust fund.  If the council receives any
state funds, it is required to furnish the director of the
Department of Economic Development and the Oversight Division of
Legislative Research with an annual report and accounting of
funds.

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Miscellaneous Bills by a vote of 5 to 2.

This bill allows the General Assembly to appropriate funds to
the director of the Department of Economic Development for use
as grants to the Missouri Humanities Council, a not for profit
organization designated as the Missouri state affiliate of the
federal agency, the National Endowment for the Humanities.

FISCAL NOTE:  Cost to General Revenue Fund of $0 to $50,000 in
FY 96, $0 to $50,000 in FY 97, & $0 to $50,000 in FY 98 --
SUBJECT TO APPROPRIATION --.

PROPONENTS:  Supporters of the bill say that the Humanities
Council provides lifelong learning in the humanities for
Missourians of all ages and all walks of life through programs
on the heritage of Missouri, American history, the meaning of
citizenship, and the ideas and beliefs that have shaped our past
and present.  In the event federal funding is eliminated, this
bill will allow the work of the council to continue through
legislative appropriations.

Testifying for the bill were Representative Shear; and Christine
Riley, Executive Director, Missouri Humanities Council.

OPPONENTS:  There was no opposition voiced to the committee.
