HB 397 -- Tax Increment Financing

Current tax increment financing law authorizes redevelopment
plans in certain blighted, conservation, or economic development
areas by which real property taxes are redirected for
improvements and redevelopment projects in the area. This bill
defines "Emergency Service Tax Districts" as tax-supported
political divisions providing some type of emergency assistance,
such as fire protection, in the redevelopment area, and excludes
these emergency service districts from any redirection of or
change in their tax levies as a result of a redevelopment plan.
