HJR 31 -- FACILITIES MAINTENANCE RESERVE FUND (Lumpe)
This amendment to the Missouri Constitution, if approved by the
voters, creates the Facilities Maintenance Reserve Fund, to be
used for maintaining, repairing, and renovating state facilities.
Beginning July 1, 1997, an amount of money equal to 0.1% of
general revenue collections for the immediately preceding year
is to be credited to the fund. This amount will increase yearly
by 0.1% until the balance in the fund equals 1% of the revenue
collected in the preceding fiscal year. Each year thereafter an
amount of money equal to 1% of the total general revenue
collected in the preceding year will be placed in the fund,
except that the Governor may exempt an amount from such
transfer, not to exceed the amount he may reduce expenditures as
provided by law.
FISCAL NOTE: Estimated Net Cost to General Revenue Fund of 0 in
FY 96, $40,680 in FY 97, and $5,400,000 in FY 98. Estimated Net
Increase to Facilities Maintenance Reserve Fund of 0 in FY 96, 0
in FY 97, and $5,400,000 in FY 98.

PROPONENTS: Supporters say that this House Joint Resolution was
recommended by the Governor's Task Force and provides protection
for $5 billion worth of state assets.
