Committee Action - Voted "do pass" by consent by the Committee
on Local Government and Related Matters by a vote of 17 to 0.

This bill allows the county commission of any county of the
second or third classification to create a county planning
commission, which will prepare a county plan for all areas of
the county outside the corporate limits of any municipality.
This bill also permits any county bordering a lake with at least
110 miles of shoreline to create a district planning commission,
which will establish planning and zoning for the land bordering
the lake within one half to 5 miles of the low water mark. The
creation of this commission must be approved by the voters of
the affected area of the county, as determined by the county
commission. The commission will consist of the county highway
engineer and representatives from the townships in the district,
who will serve without compensation for staggered four-year
terms. The members may receive an attendance fee of up to $10
per meeting, for no more than 4 meetings per year, as
reimbursement for expenses. Any municipality that has already
adopted planning and zoning, and all agricultural or
horticultural property, will be exempt from any planning and
zoning rules adopted by the commission. The planning and zoning
rules will only apply to the construction of new houses or other
structures, and will not apply to the expansion or renovation of
an existing structure.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that due to the rapid development of
areas around large lakes, some type of planning and zoning is
needed. Limits are put on the area covered by this bill,
because most of the property not bordering the lakes is rural
farming area and does not need planning and zoning.
Testifying for the bill were Representative Pryor; Camden
County Commission; Lodge of the Four Seasons; Union Electric;
and Home Builders Association of Missouri.
OPPONENTS: There was no opposition voiced to the committee.
