BILL SUMMARIES

INTRODUCED

HB 1311 -- Telecommunications

Sponsor:  Elliott

This bill requires telephone solicitors to identify themselves,
their business, the purpose of the call, and to ascertain within
30 seconds of initiating an unsolicited telephone contact to a
residential telephone number if the person being solicited
wishes to listen to the sales presentation.  If the recipient of
the solicitation responds negatively, the solicitor is required
to hang up the phone or, in the case of an automatic dialing
device, disconnect within 25 seconds of termination of the call
by the recipient.

Violation of these provisions is a class A misdemeanor.

Telecommunications companies are not responsible for enforcement
of these provisions.
