HB 1613 -- Local Parks and Water Resources

This bill dedicates 1/4 cent of the existing state sales tax as
a local tax for water resources and local parks until June 30,
1998. Allocations of tax revenue, less 1% for collection costs,
are set at 90% for water resources and 10% for local parks.
Water resources funds are to be used only for capital
improvements in sewer, water, or stormwater facilities, or for
grants to landowners for erosion control. Local parks funds are
to be used only for capital improvements in public parks and
recreation facilities. Both allocations are distributed among
counties and St. Louis City on a per-capita basis, and within
each county among municipalities and the county on a per-capita
basis. Projects funded with water resources or local parks
revenue require a minimum of 20% in matching local funds.
The bill contains an emergency clause.
