HCS HB 840 & 841 -- USE OF HEADLAMPS

COMMITTEE ACTION:  Voted "do pass" by the Committee on Motor
Vehicle and Traffic Regulations by a vote of 9 to 2.

This substitute requires, in addition to existing requirements,
that motor vehicle headlamps be used any time when windshield
wipers are needed to clear precipitation from the windshield.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that such legislation is a common
sense safety measure.

Testifying for the bill were Representatives Luetkenhaus and
Kauffman; Missouri Highway Patrol; and Missouri Motor Carriers
Association.

OPPONENTS:  There was no opposition voiced to the committee.
