AN ACT
Relating to the registration of certain paramilitary organizations,
with penalty provisions.
Be it enacted by the General Assembly of the state of Missouri,
as follows:
Section 1. 1. As used in this section, the term "paramilitary
organization" means an organized association of persons dedicated
to armed resistance against or the violent overthrow of the government
of the United States or the government of the state of Missouri,
which advocates the use of violence or the threat of violence
as a means to accomplish any of the goals of the organization.
2. All paramilitary organizations which conduct any organized
activity in this state, including but not limited to organizational
meetings, military or survivalist training, dissemination of materials
advocating the use of violence or the threat of violence, or any
other such activity designed to further the goals of such organization,
shall be registered with the department of public safety prior
to the conduct of such activities. Such registration shall include
the name of the organization, the names of its directors or chief
administrative officers, the goals of such organization, and a
brief summary of the proposed activities of such organization.
Such registration shall be on an annual basis.
3. Any person who participates in any organized activity of
a paramilitary organization which is not registered as required
in this section, and such person has actual knowledge of the illegal
nature of the goals of the organization and a specific intent
to commit acts in furtherance thereof, shall be guilty of a class
A misdemeanor.
