HB 688 -- Environmental Rules

Sponsor:  Richardson

This bill prohibits Department of Natural Resources rules for
solid waste disposal, hazardous waste management, metallic
minerals waste management, land reclamation, air conservation,
and clean water from being stricter than federal requirements.
In cases where there are either insufficient or no federal
guidelines, the department may develop rules if there is
substantial evidence that an activity will have an adverse
impact on public health or the environment.
