JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment to article IX of the Constitution of
Missouri, relating to education, by adding thereto one new section relating to accountability by
the board of curators of the state university.
Be it resolved by the House of Representatives, the Senate concurring therein:
That at the next general election to be held in the state of Missouri, on Tuesday next following
the first Monday in November, 1998, or at a special election to be called by the governor for that
purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection,
the following amendment to article IX of the Constitution of the state of Missouri:
Section A. Article IX, Constitution of Missouri, is amended by adding thereto one new section,
to be known as section 11, to read as follows:
Section 11. In order to provide greater accountability and expenditure information to the
taxpayers of Missouri, the board of curators of the state university shall provide a budget
detailed for each of the following levels: by campus; by department; by college; and by
program within each department and college. This detail shall include personal service by
position and expense and equipment by expenditure category for each fund source. This
budget shall be provided to the general assembly by November first for the following fiscal
year. Moneys appropriated to the university shall be detailed in the appropriation bill in
the following levels: by campus; by department; by college; and by program within each
department and college. Any funds not used by any such department or college shall lapse
to the general revenue fund of the state at the end of the fiscal year. No funds allocated to a
department or college shall be transferred to another department or college unless
approved by the general assembly.
