COMMITTEE ACTION: Voted "do pass by consent" by the Committee
on Education-Elementary and Secondary by a vote of 22 to 0.
This bill requires teacher-training institutions receiving state
aid to offer courses on first aid and cardio-pulmonary
resuscitation in their teacher preparation programs. The bill
also requires such institutions to provide an annual
recertification course.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that this bill will ensure that
cardiopulmonary resuscitation is available in teacher training
and recertification, without being overly detailed in directing
how it should be made available. The increasing number of
students with special medical needs underscores the need for
teachers to be trained in CPR.
Testifying for the bill were Representative Barry; Missouri Red
Cross; St. Louis Community College; and Dee Boucher, former
school nurse.
OPPONENTS: There was no opposition voiced to the committee.
