AN ACT

Relating to medical school scholarships.






Be it enacted by the General Assembly of the state of Missouri, as follows:

Section 1. 1. Within the limits of amounts appropriated therefor, the department of health shall grant full tuition scholarships to medical students who are residents of Missouri, who are attending a medical school in Missouri, and who enter and make a commitment to provide five years of medical service in a rural area, as defined by section 191.500, RSMo.

2. If a student ceases study prior to receiving a degree, any scholarship received pursuant to the provisions of this section shall be treated as a loan to the student and interest at the rate of nine and one-half percent per year shall be charged upon the unpaid balance of the amount received from the date the student ceases study until the amount received is paid back to the state. In order to provide for the servicing of such loans, the department of health may sell such loans to the higher education loan authority of the state of Missouri created pursuant to sections 173.350 to 173.450, RSMo.

3. Every student receiving scholarships pursuant to the provisions of this section shall provide medical services in a rural area in this state for a period of five years after receiving a degree or the scholarship shall be treated as a loan to the student and interest at the rate of nine and one-half percent per year shall be charged upon the unpaid balance of the amount received from the date the student ceases to provide services until the amount received is paid back to the state. In order to provide for the servicing of such loans, the department of health may sell such loans to the higher education loan authority of the state of Missouri created pursuant to sections 173.350 to 173.450, RSMo. For each year that the student provides services up to five years, one-fifth of the amount which was received pursuant to this section shall be applied against the total amount received and shall not be subject to the repayment requirement of this section.

4. The department may promulgate such rules as are necessary to implement the provisions of this section.

5. No rule or portion of a rule promulgated pursuant to the authority of this section shall become effective unless it has been promulgated pursuant to the provisions of chapter 536, RSMo.
