HB 645 -- PROBATION SERVICES (Hoppe)

This bill allows Kansas City to charge a monthly fee of $10 for
probation services to people convicted of violations of city
ordinances during their probation.  The court may exempt people
who are unable to obtain employment, who are in school, who have
been transferred out of state, when the fee would create an
undue hardship, or where there are other extenuating
circumstances.

FISCAL NOTE:  No impact on state funds.

COMMITTEE ACTION:  Voted "do pass" by the Committee on Local
Government and Related Matters by a vote of 16 to 0.

This bill allows Kansas City to charge a monthly fee of $10 for
probation services to people convicted of violations of city
ordinances during their probation.  The court may exempt people
who are unable to obtain employment, who are in school, who have
been transferred out of state, when the fee would create an
undue hardship, or where there are other extenuating
circumstances.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the $400,000 this would raise
annually would do considerable good to Kansas City's
rehabilitation services.  A $10 fee for a person on probation is
not a burden; and the bill allows the courts leeway to waive the
fee when it determines that the fee is a burden.

Testifying for the bill were Representative Hoppe; the city of
Kansas City; and the Kansas City Chamber of Commerce.

OPPONENTS:  There was no opposition voiced to the committee.
