HCS HB 830 & 1082 -- COUNTY REIMBURSEMENT

COMMITTEE ACTION: Voted "do pass" by the Committee on
Correctional and State Institutions by a vote of 10 to 0.
This substitute increases the amount the state will reimburse
counties for the housing of state prisoners. Beginning July 1,
1997 the amount will increase $3.00 each year until the year
2001. The substitute also requires the state to reimburse
counties for those emergency medical costs incurred by parole
violators being housed in county facilities.
FISCAL NOTE: Estimated Net Cost to General Revenue Fund* of
$0,in FY 97, $4,461,465 in FY 98, and $4,727,891 in FY 99.
* Does not include unknown emergency medical reimbursement
expense.
PROPONENTS: Supporters say that the extraordinary expense of
housing state prisoners is putting a great strain on county
budgets, especially third and fourth class counties. The state
needs to increase the amount paid to the counties because these
are state prisoners.

Louis County; and St. Louis City
