Prayer by Reverend Cheryl L. Tatham.

O Lord, Your creation astounds us with the freshness of the spring air, the smell of growing grass and new flowers; help us, even as we toil in these enclosed walls, to appreciate the display You set before us.

Today's news is once again filled with the frailties of human nature - from greed to dishonesty, unnatural desires to natural curiosity - but again, to our utter horror, children have taken the lives of children and adult alike. O God, wrap your comforting arms around the people of Jonesboro, Arkansas, as they try to comprehend what has happened to their city and their citizens. Forgive the children who have senselessly destroyed untold numbers of lives and their own in the process.

God, in a world that seems to have gone crazy, help us... help us resolve to use our abilities, our skills, our opportunities to make this world better. And give us the courage that it takes to a make a difference. Grant us understanding, and give us peace. Amen.

The commission shall have full authority to ensure compliance with the requirements of sections 386.752 to 386.764, provided that the commission shall not impose, by rule or otherwise, requirements that are in addition to or inconsistent with those set forth in sections 386.752 to 386.764 or with the requirements set forth in section 386.315.

4. Nothing in sections 386.752 to 386.764 shall be construed as modifying existing legal standards regarding which party has the burden of proof in commission proceedings.".

Any individual, corporation, firm, or other business entity that holds itself out to the public or is engaged in the sale, lease, rental, installation, construction, modernization, retrofit, maintenance or repair of heating, ventilating or air conditioning equipment and services or household appliances for the public, whether or not as an affiliate of a utility, shall not refuse to serve or discriminate against any customer or prospective customer based on the age of the residence, or the particular community, neighborhood, or location of any residence within the metropolitan area served by the contractor or within twenty-five miles of any office or show up for service personnel.

Section B. The provisions of this act shall expire when legislation permitting entities not regulated as utilities to sell electricity at retail in the State of Missouri has been truly agreed and finally passed and has been signed by the Governor.
