INTRODUCED

HB 1094 -- State Aid to Community Colleges

Co-Sponsors:  Gross, Ostmann

Currently, community colleges are to annually receive state
funds in an amount up to 50% of their planned operating costs,
as determined by the Department of Higher Education.  This bill
deletes this resource allocation model and replaces it with a
state aid allocation formula.  Under the state aid allocation
formula, junior college districts are to receive the greater of
(1) the sum of 60% of the amount of state aid to the district
for the 1999-2000 school year plus an amount equal to the
district full-time enrollment times the amount of aid for full--
time enrolled pupils; or (2) an amount equal to the district's
full-time enrollment times the amount of state aid received per
full-time enrolled pupil for the 1999-2000 school year.  These
additional funds are available to junior college districts only
if they have levied a tax of at least 10 cents per $100 assessed
valuation.

The Department of Higher Education is required to submit a
report on the effectiveness of this funding formula to the
Speaker of the House and the President Pro Tem of the Senate by
November of 2001.
