HB 1286 -- Missouri-St. Louis Metropolitan Airport Authority

This bill revises provisions pertaining to the Missouri-St.
Louis Metropolitan Airport Authority. The bill:
(1) Requires that beginning January 1, 2005, the authority is
responsible for the operation of Lambert-St. Louis International
Airport. Ownership of Lambert-St. Louis International Airport
does not change;
(2) Requires the authority to honor all bonds, debts,
outstanding obligations, and contracts of Lambert-St. Louis
(3) Authorizes the authority to replace the operation of
Lambert-St. Louis International Airport by any other entity
created by local ordinance;
(4) Requires the mayor of the City of St. Louis, the county
executives of St. Louis County and St. Charles County, and the
county commissions of Jefferson County and Franklin County, with
the advice and consent of their respective governing bodies, to
appoint one member to the authority per 130,000 residents in the
city or county according to the last decennial census.
Currently, the mayor of the City of St. Louis and the county
executive of St. Louis County appoint 3 members to the
authority, and the county commissions of Jefferson, Franklin,
and St. Charles counties appoint one member to the authority.
In addition, appointments to the authority by the Governor are
(5) Specifies the terms of appointment, the selection of a
chairperson, and removal of authority members.
