HB 1308 -- Regulation of GHB and Ketamine

This bill makes it illegal to knowingly possess gamma
hydoxybutyrate (GHB) or ketamine, or their precursors. The
penalty for a first violation is a class A misdemeanor and a
class D felony for second and subsequent violations. The bill
also makes it illegal to knowingly manufacture, distribute,
dispense or sell, or possess with the intent to manufacture,
distribute, or dispense, or to cause another person to
unknowingly consume GHB or ketamine. A violation of these
provisions is a class D felony for a first violation and a class
C felony for second and subsequent violations. Possession,
manufacture, distribution, and sale of the drugs is not
prohibited if there is a bona fide medical need or it is
authorized by a licensed individual.
