HB 1335 -- CAMPUS POLICE OFFICERS (Scheve)

This bill authorizes the governing board of any private, not--
for-profit college or university in the state to employ police
officers to protect persons and property in the buildings and
grounds over which the board has control.  The college or
university police officers are given the same authority to
maintain order, preserve peace, and make arrests as is given to
peace officers.  Campus police officers may in addition be given
the authority to expel from public buildings or campus grounds
anyone violating governing board rules or regulations.  Before
appointment or within 6 months after appointment, campus police
officers must be certified peace officers.  The boards of these
colleges or universities may continue to appoint guards or
watchmen.

FISCAL NOTE:  No impact on state funds.

on Higher Education by a vote of 19 to 0.

PROPONENTS:  Supporters say that the bill's provisions will
enhance safety on the campus of private colleges by promoting
increased training for and retention of campus peace officers.

Testifying for the bill were Representatives Scheve and
Hilgemann; Maryville University Chief of Security; and Lincoln
University.

OPPONENTS:  There was no opposition voiced to the committee.
