HB 1492 -- Teacher Shortage Districts

This bill creates a procedure that permits school districts to
declare their status as a teacher shortage district. In the
school year following the declaration of a teacher shortage, a
district may employ up to 25% noncertificated instructional
personnel, who must be supervised by certificated personnel and
have experience or qualifications appropriate to their duties,
as specified in the bill. The Department of Elementary and
Secondary Education is prohibited from penalizing such districts
for use of noncertificated personnel in its review of a
district's accreditation as long as the district is within the
25% cap.
