HB 1520 -- Marriage Licenses

This bill allows applicants for a marriage license to obtain the
license immediately if the applicants have completed a program
in premarital counseling, or if a circuit or associate circuit
judge orders issuance upon a showing of good cause in unusual
circumstances.  Currently, a marriage license is issued within 3
days and no counseling program is required.
