HB 1839 -- Unlawful Drug Transactions with Children

This bill creates the crime of an unlawful drug transaction with
a child and makes it a class A felony. The bill defines "child"
as a person less than 17 years old. The crime is committed by
conducting illegal activity with controlled substances in the
presence of a child; by encouraging or aiding a child in illegal
activity with controlled substances; by enlisting the aid of a
child in the manufacture or sale of amphetamine,
methamphetamine, or their analogues, or by manufacturing or
transporting these drugs in the presence of a child; or by
distributing or delivering a controlled substance to a child.
The bill specifies that ignorance as to the age of the child is
not a defense.
