HB 1869 -- Homeless Assistance Program

This bill makes several changes to the Housing Assistance
Program by:

(1)  Expanding the definition of the term "agency" to include
entities that repair or replace uninhabitable or derelict
housing that is in violation of county housing code and not-for--
profit housing partnerships;

(2)  Clarifying the definition of the term "homeless";

(3)  Permitting a county homeless assistance program to repair
or replace uninhabitable or derelict housing that is in
violation of the county housing code; and

(4)  Authorizing St. Louis County to impose an additional user
fee of $3 on all instruments recorded with the Recorder of
Deeds, as long as the fee is approved by the county voters, to
finance the program.  If approved, the fee will be forwarded to
the County Executive for distribution.
