HB 2016 -- Explosive Blasters
This bill requires a person to have state certification as a
blaster before being permitted to load or fire explosives.
Applicants for certification must attend training courses, pass
an examination, and demonstrate fitness of character.
Violation of these provisions is a class C misdemeanor for the
first offense, a class B misdemeanor for the second offense, and
a class A misdemeanor for the third offense. Certification may
also be suspended, revoked, or denied for making false
representations in the certification process. The revocation,
suspension, or denial of a certificate can be appealed to an

including research activities at schools and colleges, federal,
state, or local government emergency operations, military or
naval activities, or fireworks.
