HB 2037 -- Appropriations to State Departments

This bill prohibits state departments from expending any
dedicated or earmarked funds for any purpose other than the
purpose intended when appropriated.  All dedicated or earmarked
funds are not to be commingled with other funds.  All
expenditures of dedicated or earmarked funds are to be
documented.

Any state department violating the provisions of the bill will
have its administrative appropriations reduced in the next
fiscal year by an amount equal to the amount misused.
