HB 2059 -- Property Tax: Collector's Tax Collection Fee

This bill increases collection fees for certain taxes collected
by county collectors on behalf of the state and political
subdivisions. All fees collected will be deposited in the tax
maintenance fund within each county. Moneys in the tax
maintenance fund must be used for expenses of the county
collector for the administration of the collection of taxes.
The bill provides specific uses of the moneys in the maintenance
fund, allows unused funds to remain in the fund from year to
year, and requires the county collector to certify by April 1
each year the amount of collection fee commissions retained by
the collector for each school district located in the county.
The county collector will have sole discretion over the moneys
in the fund.
The above provisions will become effective January 1, 2001.
The bill also allows any increased collection fee commissions to
be subtracted from the calculation of district entitlements for
all school districts; requires each school district receiving
revenue per pupil from the state to receive an amount equal to
the certified collection fee provided by the county collector in
addition to the per pupil distribution from the state; and
allows as a subtraction in the determination of the school
foundation formula all collection fee commissions retained by
county collectors.
