HB 2072 -- Mental Health Facilities

This bill defines the level of supervision necessary for a
mental health facility to be considered a secure facility.  The
bill clarifies that "adequate supervision" means that a person
cannot be transported from one place to another without
supervision by the secure facility, and a person outside of a
secure facility must be within an enclosure, such as fencing,
when not being transported.
