HCS HB 2114 -- KANSAS CITY TRANSPORTATION DISTRICT AUTHORITY SPONSOR: Van Zandt (Hoppe) COMMITTEE ACTION: Voted "do pass" by the Committee on Urban Affairs by a vote of 11 to 1. This substitute eliminates the current method of appointing commissioners to the Kansas City Transportation District Authority by the Governor. The new commission consisting of 5 members will be appointed by the mayor of Kansas City, the county commission of Cass, Clay, or Platte counties or the executive of Jackson County based on where the previous commissioner was from. Terms of office are outlined in the substitute. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that this bill allows the Kansas City Transportation Authority commissioners to come from the counties in which the authority operates. Testifying for the bill were Representative Hoppe; Jerry Riffle; Kansas City Chamber of Commerce; City of Kansas City; and Clay County. OPPONENTS: There was no opposition voiced to the committee.
