HJR 40 -- COMPENSATION OF ELECTED OFFICIALS

COMMITTEE ACTION: Voted "do pass" by the Committee on Fiscal
Review by a vote of 9 to 0.
This proposed constitutional amendment deletes the provision
that the schedule of compensation submitted by the Missouri
Citizen's Commission on Compensation for Elected Officials
becomes effective unless the Missouri General Assembly rejects
the schedule by concurrent resolution before February 1 of the
year following the filing of such schedule.
FISCAL NOTE: Cost to General Revenue Fund of $162,000 in FY
2001, $0 in FY 2002, and $0 in FY 2003.
PROPONENTS: Supporters say that provisions requiring the
General Assembly to reject recommendations by the Missouri
Citizen's Commission on Compensation for Elected Official by
concurrent resolution or such recommendations stand approved
gives the General Assembly no alternatives other than to accept
or reject the Commission's recommendations. This constitutional
amendment would allow the Commission's recommendations to stand
approved yet be subject to appropriations.
