COMMITTEE ACTION: Voted "do pass" by the Committee on
Miscellaneous Bills and Resolutions by a vote of 8 to 3.
This proposed constitutional amendment reduces from 2 years to 6
months the time a bingo game volunteer must be a bona fide
member of the licensed organization to participate in the
management, conduct, or operation of any game.
HCA 1 -- Increases the proposed time frame from 6 months to 12
months.
FISCAL NOTE: Estimated Net Cost to General Revenue Fund of
$65,700 in FY 2001, $0 in FY 2002, and $0 in FY 2003.
PROPONENTS: Supporters say that reducing the membership
requirement will allow bingo games to have more volunteers to
help. New members are often eager to help, and the fact that
they have to wait so long to run a game has resulted in fewer
available volunteers.
Testifying for the bill were Representative Scheve; and
Association of Charitable Games.
OPPONENTS: Those who oppose the bill say that the reduction
from 2 years to 6 months is too large.
