HJR 54 -- Missouri Tobacco Settlement Moneys Sponsor: Blunt This proposed amendment to the Missouri Constitution classifies any moneys received as the result of a legal settlement or award related to public health or health-related issues of smoking as total state revenues for purposes of calculating excess state revenues under Article X of the constitution.
