HJR 55 -- Excess State Revenue Sponsor: Graham (24) This proposed constitutional amendment requires the General Assembly in any year when total state revenue exceeds the revenue limit established under Article X, Section 18, of the Constitution, to submit to the voters the question of whether to deposit excess revenues to the Highways and Transportation Fund or to refund it to income taxpayers.
