INTRODUCED

HJR 70 -- Missouri Tobacco Settlement

Co-Sponsors:  Hanaway, Naeger, Tudor

This proposed amendment to the Constitution establishes an
endowment fund for receipt of any legal settlement or award
relating to tobacco-related products known as "Fund for
Missouri's Future."

All moneys in the endowment fund and accrued interest must
remain in the endowment fund until the corpus of the fund
reaches $300 million.  Once the corpus of the endowment fund
reaches $300 million, any amounts in excess of the $300 million
will be transferred to a trust fund known as the "Health Care
Trust Fund."  The original $300 million will remain in the
endowment fund until the corpus of the endowment fund reaches $1
billion.  All moneys in excess of $1 billion in the endowment
fund will be transferred to the trust fund.

All moneys in the trust fund will be subject to appropriation
solely for programs related to smoking prevention and cessation,
health care, and health care research.
