INTRODUCED

HJR 73 -- Tobacco Settlement Funds

Co-Sponsors:  Selby, Luetkenhaus, Kelley (47), Cierpiot, O'Connor

This proposed amendment to the constitution requires all funds
received from the tobacco settlement to be deposited in the
Tobacco Settlement Trust Fund.  The fund will be held in
perpetuity.  Interest accruing from the fund will be made
available for appropriation by the General Assembly.  The
principal of the fund can only be appropriated for emergency
conditions as provided by the constitution.  Moneys in the fund
and any interest accruing on the funds will not be classified as
total state revenues.

The proposed amendment also declares that it is the policy of
the state to provide and promote alternative to abortion
services for women with crisis pregnancies or unplanned
pregnancies.  Two percent of the moneys available for
appropriation from the Tobacco Settlement Trust Fund will be
transferred to the Missouri Alternatives to Abortion Support
Fund to be used for alternatives to abortion services and for
entities that provide those services.

The proposed amendment also creates the Missouri Respect Life
Commission to administer and disburse moneys from the Missouri
Alternatives to Abortion Support Fund.  The General Assembly
will establish the composition, qualifications, powers, and
duties of the commission.
