JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment repealing section 7 of article IV of the Constitution of Missouri, relating to the governor's powers and adopting one new section in lieu thereof relating to the same subject.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article IV of the Constitution of the state of Missouri:
Section A. Section 7, article IV, Constitution of Missouri, is repealed and one new section adopted in lieu thereof, to be known as section 7, to read as follows:
Section 7. 1. The governor shall have power to grant reprieves, commutations and pardons, after conviction, for all offenses except treason and cases of impeachment, upon such conditions and with such restrictions and limitations as he may deem proper pursuant to subsection 2 of this section, subject to provisions of law as to the manner of applying for pardons. The power to pardon shall not include the power to parole.
2. The governor shall not grant a commutation of any sentence of death or grant a reprieve of any sentence of
death for more than thirty days without the written recommendation and advice of the board of probation and
parole, or a majority thereof.
