JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment to article X of the Constitution of Missouri, relating to taxation by adding thereto one new section relating to the same subject.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article X of the Constitution of the state of Missouri:
Section A. Article X, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 25, to read as follows:
Section 25. The first three hundred million dollars of any moneys received by the state as a result of the tobacco
settlement agreement shall be deposited in an endowment fund to be known as the "Fund for Missouri's Future"
and shall be invested by a tobacco settlement commission and shall not be subject to appropriation without voter
approval. All earnings resulting from the investment of the moneys in the fund for Missouri's future shall be
credited to such fund until the corpus of the trust reaches one billion dollars. Any tobacco settlement payments
received by the state after the initial three hundred million dollars is deposited in the fund for Missouri's future and
any earnings resulting from the investment of the moneys in the fund after the corpus of the trust reaches one
billion dollars shall be deposited into a special trust fund to be known as the "Health Care Trust Fund" and shall
be subject to appropriation for smoking prevention and cessation, health care and health care research as provided
by law.
