HB 120, HCA 1 -- VISION-REDUCING MATERIAL ON MOTOR VEHICLES SPONSOR: O'Connor COMMITTEE ACTION: Voted "do pass" by the Committee on Motor Vehicle and Traffic Regulations by a vote of 9 to 0. Under current law, no person may operate a vehicle with vision-reducing material applied to a windshield, sidewing, or window located to the left and right of the driver which reduces visibility from within or into the motor vehicle. Use of vision-reducing material with 35% light transmission is permitted only with a physician's prescription. This bill permits any person to use vision-reducing material with a light transmission of 35% or less, plus or minus 3%, and a luminous reflectance of 35% or more, plus or minus 3%, except on the windshield, sidewing, or window located to the left and right of the driver. HCA 1 -- Makes sure that historical vehicles are covered under tinting requirements. FISCAL NOTE: Cost to Road Fund of $75,600 in FY 2002, $0 in FY 2003 and FY 2004. PROPONENTS: Supporters say that many citizens want tinting on their side windows immediately to the left and right of the driver. The bill allows a safe level of tinting on those windows.
